Dr. Victor J. Marsh, CISSP
Dr. Marsh holds Doctorates in Theology and Metaphysics, a Masters in Business Administration (MBA) and a Masters in Management Information Technology (MSMIT) from Colorado Technical University, a Bachelors of Science in Liberal Arts Computer Science from University of New York, and an Associate's degree in Foreign Languages from Monterey Peninsula College. Dr. Marsh has over 33 years of Information Technology and Security experience including: network design, speech recognition, computer hardware design, hardware integration and foreign language software design. Since 1995, Dr. Marsh has performed work as a security/technology consultant/instructor for several government and private corporations.
Past credits includes: Over 30 years of professional instruction and course development, development of Basic Military Language Course (BMLC) a computer based training (CBT) program designed to provide basic language instruction in thirteen (13) foreign languages; development of the first Arabic true type font and first computer based transmogrification algorithm to manipulate right to left and left to right transformation of Arabic characters; development of the first Thai and Vietnamese true type fonts; development of distributed computer-based training modules and Advanced Distributed Learning (ADL) modules to teach seven (7) foreign languages for the US Air Force Academy, Department of Foreign Languages; and development of Night Operations Urban Trainer (NightOUT ) designed to teach the fundamental principals of unaided night vision, image intensification and thermal vision, development of a CISSP CBK and CISM CBK.
Dr. Marsh has held and currently holds several industry accepted certifications including: Certified UNIX Administrator, Certified Database Administrator, Microsoft Certified System Engineer (MCSE), Microsoft Certified Trainer (MCT), Microsoft Certified Professional (MCP), Cisco Certified Network Professional (CCNP), Cisco Certified Design Professional (CCDP), and Certified Information System Security Professional (CISSP).
As a Special Forces Warrant Officer, Dr. Marsh managed all aspects of Special Forces Operations in all operational environments. Supported Joint and Army strategic, operational, and tactical requirements at all levels of execution as concerns mission planning, development, and execution of special operations worldwide. He was responsible for the conduct of SIGINT, HUMINT, unconventional warfare, counter intelligence, counter terrorism, intelligence collection, strategic reconnaissance, collective security, foreign internal defense, and strike operations; supported psychological, civil affairs, and deception requirements; and the conduct of other missions, relative to Special Forces capabilities. During his military career, Dr. Marsh studied and achieved varying levels of proficiency in: Chinese, Czech, French, German, Korean, Lebanese, Slovak, Spanish, Tagalong, Thai, and Vietnamese. He is a multi-graduate of the Defense Language School (DLI) and other language schools. Dr. Marsh is a retired Chief Warrant Officer with over 20 years of Special Operations experience.
